We talk a lot about the fight against corruption, adopt various laws, programs, matrices, etc. But we cannot say that we have achieved much in the fight against corrupt elements. One gets the impression that corruption is a phenomenon that can never be defeated.
Before starting a discussion on this topic, I would like to draw attention to the following:
(i) corruption creates conditions for injustice. The latter is a detonating factor in the growth of socio-political tension, in the loss of public confidence in the authorities. We have witnessed how the actions of individual officials can discredit the entire system of state power, cause tension in society and inflame rally passions. One may wonder, if Kyrgyzstan had a transparent and effective system for the provision of land plots, how would events on the self-acquisition of land develop in our country. Another question is, if the relevant officials on the ground would take adequate measures on the fact of the crimes committed, then how would events develop in the village of Petrovka;
(ii) the fight against corruption cannot be carried out only by the efforts of the state, society itself, each of us must play a significant role in this by personally observing the laws and requiring others to comply with them;
(iii) the State is obliged to create conditions and effective mechanisms for citizens to effectively protect their rights and interests.
Based on the above principles, I would like to share with you my subjective opinion on the fight against corruption. The structure of the article is presented in the form of a draft.
